ESPO-EFIP Joint Position on the Rail Capacity Regulation

30 November 2023

The European Sea Ports Organisation (ESPO) together with EFIP (European Federation of Inland Ports) has just published a joint position paper on the draft report for a Regulation (2023/0271) on railway infrastructure capacity in the Single European Railway Area.

As Europe's ports play a key role in enhancing rail freight on the continent, Europe's ports are pleased to see that the responsibilities of port authorities as infrastructure managers and their role in rail capacity are recognised.

EFIP and ESPO advocate better rail operations that give priority to freight trains and emphasise the need for close cooperation between port authorities and rail infrastructure managers. ESPO and EFIP call for amendments to ensure that ports have a say in decisions affecting their rail networks.
